This is one of the tools to help children develop self-responsibility and a solution-seeking mindset. This is used to help students develop a process for solving problems. Students and teachers need to feel that there is a need to work on something. All those need to share their concerns and listen to each other and what they say. When all agree on the general concept they are all ready to move to the next step.
