Web indexes are built by humans. The contents in web indexes are organized according to a specific plan. The sites are selected and evaluated by humans.
Search engines are robot-built databases, so search results are not selected or evaluated. Each search engine is programmed differently for retrieval of information, so some are more efficient than others.
Meta-Search tools search for information from a variety of sources. They are designed to search web indexes, search engines, and other meta-search tools. Meta-searchers are run by programs, so there is no selection or evaluation of resources. They often limit the number of records they will retrieve from any single search engine, and in most cases, they don't search more than two or three of the five largest search engines.
