A diagnosis of emotional disturbance means that
the child exhibits one or more of the following characteristics to a marked
degree and over an extended period of time:

difficulties in learning that
cannot be explained by intellectual, sensory, or health impairments; |

problems relating to children and
adults; |
 |
inappropriate types of behavior or
feelings under normal circumstances; |
 |
a general mood of unhappiness and
depression; |
 |
a tendency to develop physical
symptoms, pains, or fears associated with personal or social problems. |
There should be evidence that the child's
behavior is not the result of a temporary reaction to home, school, or
community situations.
